Under general direction of the Chief Technology Officer, the Technology
Manager plans, organizes, directs, and manages a major functional area
within the ORANIZATION'S Technology Department; including design, implementation,
and maintenance of technology solutions that enable the organization to
meet its business goals.
Distinguishing Characteristics
This non-represented management classification is characterized by full
managerial responsibility for a functional area within the Technology
Department. The Technology Manager plans, coordinates, and directs research,
design, development, and implementation of computer-related activities
, and also helps determine both technical and business goals in consultation
with top management, and develops detailed plans for the accomplishment
of these goals. The Technology Manager provides expert advice and guidance
to leadership and managers in procuring resources, in developing and implementing
system standards and information access, and in developing and implementing
long-range plans and strategies to effectively integrate organization?s
information management resources and business plan to achieve objectives.
Key responsibilities include technology evaluation and planning; developing
and maintaining standards and policies; operation and evolution of oranization's
information systems; implementation and support of Local Area Networks,
Wide Area Networks, data communication and information delivery systems,
and voice communications and delivery systems; operation and support for
data center; database, SAP Basis, and UNIX support for the enterprise
SAP application; support for desktop productivity tools; and implementation
and support of client/server and web applications.
Typical Tasks
· Leads and manages the planning, development, maintenance, evaluation,
and execution of organization?s technology systems plan so that the department
can develop, successfully implement, operate and maintain systems which
meet users specifications and provide accurate, timely, and cost-effective
information for users to meet objectives and responsibilities in a cost-effective
manner;
· Leads a Technology functional area to improve the quality and
timeliness of service and leverage technology investments to further enable
oranization?s business operations;
· Selects, supervises, trains, motivates, assigns, evaluates, counsels,
and disciplines staff;
· Participates in the development and administration of the annual
budget; approves the forecast of funds needed for staffing, equipment,
materials, and supplies; approves expenditures and implements budgetary
adjustments as appropriate and necessary;
· Develops, implements, and maintains a set of standard operating
environments for data, hardware, software, networks, documentation, and
project management methodology;
· Provides leadership related to business processes employed by
oranization, including developing and recommending implementation of future
projects;
· Develops strategies for development and enhancement of information
systems;
· Coordinates feasibility studies on new or revised projects through
reports or conferences with departmental personnel;
· Manages the decision making process through departmental participation
and using a team approach in the delivery of technology services;
· Reviews project proposals to determine staff and technology resource
requirements, evaluates and selects new technology and ensures projects
are adequately staffed to build, install, and maintain software applications;
· Oversees the preparation of detailed flow charts, reporting forms,
operation procedures, block diagrams, and other computer routines for
the data processing operations;
· Manages large, complex projects using a variety of resources
including oranization's personnel, consultants, and vendors;
· Serves as a critical source in the selection, implementation,
and integration of new systems, including continued identification and
assessment of new technologies, including transit-related technologies;
· Provides expert input into the long-range strategic and capital
investment plans for technology;
· Plans and manages user training and support of computer hardware,
peripherals, and software;
· Evaluates, negotiates, and aids in the writing of bid specifications
and contracts for the development and/or purchase of all administrative
hardware solutions;
· Manages the activities and budget of technology functions which
provide professional, technical and administrative support for system
software, and desktop support, and computer and network operations;
· Plans, maintains, and directs the operation of oranization?s
hardware and software for Local Area Networks (LAN), and Wide Area Networks
(WAN), and wireless networks which interconnect all facilities;
· Serves as a member of the management team in meetings/negotiations
with labor unions and conducts financial analysis/impact of labor requests;
· Manages and/or participates in the development and review of
information technology projects;
· Participates in the production, publishing, and regular updates
of organization?s Technology Strategic Plan;
· Works with and supports top management in the information technology
planning process, and evaluates and reports on promising information technology
for the oranization;
· Works with outside organizations and vendors in developing and
improving information technology services to the oranization;
· Assures compliance with policies and procedures regarding equal

· Performs related duties as required.
Employment Standards
Significant training, education, and public or private sector experience
managing a work force involved with information or operational technologies
that demonstrate the required knowledge, skills, and abilities.
Development of the required skills, knowledge and abilities is typically
obtained through a combination of training and experience equivalent to
graduation from an accredited college or university with a four-year degree
in information systems, computer science, business or public administration,
accounting, or a related field; and extensive increasingly responsible
managerial experience directing and managing information systems programs,
including several years of supervisory experience managing a work force
with emphasis on using technology solutions in order to meet and further
business goals.
Knowledge of:
· Software, hardware, networking, and communication technologies
and their strategic application to a public transportation system;
· Program and project management principles and techniques used
in leading and supporting multiple information technology programs and
projects;
· Organizational planning and evaluation techniques in order to
lead and manage the development, maintenance, evaluation, and execution
of oranization?s Strategic Technology Plan;
· Principles, practices, techniques, and methods of managing diverse
information systems functions including minicomputer and LAN/WAN systems,
wireless systems, data and voice delivery systems, network security, 24x7
data centers, SAP enterprise application, and desktop applications.
· Principles and techniques of program planning, coding languages,
machine scheduling, and complex record keeping;
· Operational characteristics, services, and activities of information
systems and data processing functions;
· Principles of supervision and performance evaluation;
· Pertinent federal, state, and local laws, codes and regulations;
· Principles and practices of budget preparation and administration.
